‘REDD’ stands for ‘Reducing Emissions from Deforestation and forest Degradation’. The ‘+’ symbolizes sustainable forest management, conservation, and enhancement of forest stocks. The ‘J’ stands for ‘Jurisdictional’ meaning at a national or subnational scale.
So Jurisdictional REDD+ (JREDD+) is a comprehensive and inclusive approach to forest conservation, scaled-up to cover an entire jurisdiction.
It provides a platform for the full participation of Indigenous Peoples and local and traditional communities, who are forest stewards at the forefront of forest protection.
Right now, landscape-scale solutions like JREDD+ represent an immediate opportunity to not only stop the clock on deforestation, but also protect and enhance the livelihoods of local people and communities.
“Without high integrity conservation programs which provide generous support to the peoples and communities who inhabit the Amazon, the Amazon will disappear. We are committed to working with the jurisdictions that act with integrity and transparent monitoring of the effectiveness of both their conservation initiatives and their support of local communities and Indigenous Peoples.” - Peter Seligmann, Chairman, Silvania – and Co-Founder and Chair, Conservation International.

Reducing and stopping deforestation at a LARGE SCALE includes activities that only governments can implement:
Creating and/or enforcing laws to stop illegal deforestation, promote more sustainable land use, and limiting land conversion licenses or concessions.
Developing statewide benefit sharing mechanisms.
Clarifying land tenure/rights and providing incentives to private landowners through fiscal policies.
Comprehensive promotion of state and national climate ambitions.
JREDD+ also has additional benefits, such as:
The State of Tocantins has been a global pioneer in developing and implementing a JREDD+ program, in partnership with Silvania, to channel carbon finance at scale to stop deforestation.
The program is being developed under the ART TREES standard for quantifying, monitoring, reporting, and verifying.
This standard ensures the greatest environmental integrity for the program and drives high-quality supply into the voluntary carbon market.
It also includes a focus on monitoring and improving biodiversity outcomes from the project.

As part of the Jurisdictional REDD+ program, the government of Tocantins is committed to addressing key challenges across the state:
Since 2021 extensive stakeholder engagement and consultations have taken place to ensure that the rights and priorities of key stakeholders are respected and incorporated:
“We believe that we have established the best model for the restoration of degraded areas with the participation of private capital and full respect for local communities. Tocantins is an example of a policy to combat the climate emergency, while bringing economic and social development and strengthening its environmental agencies such as Naturatins. We want this initiative to be replicated inside and outside the state of Tocantins.
Wanderlai Barbosa
Tocantins State Governor
This will enable the long term success of the program and ensure longevity of the forest protection.
